Asset Redevelopment Office Mission Statement

The Asset Redevelopment Office is dedicated to fostering community-centered neighborhood investment through proactive, equitable, and place-based development strategies. We aim to preserve and enhance all Cleveland neighborhoods by increasing access to development opportunities through collaborative partnerships with residents and stakeholders.

Overview

At the City of Cleveland, we recognize that our neighborhoods are rich with many types of assets: not only does Cleveland have one of the strongest networks of community development and nonprofit organizations in the nation, but we are also bountiful in access to green space and waterfront recreation, multi-modal transportation options, and are home to committed and creative small businesses alongside generations of citizen-activists. Another asset is our abundance of publicly-owned land.

The Department of Community Development is excited to be taking a proactive approach to reinvest in our surplus, City-owned land. The newly-established Asset Redevelopment Office works collaboratively across City Divisions and Departments and with public and nonprofit partners to identify, create, and implement viable and community-centered property redevelopment opportunities across Cleveland neighborhoods. The Office regularly issues redevelopment opportunities, typically in the form of Requests for Proposals and Requests for Qualifications. Check back often to learn about current and upcoming redevelopment opportunities!

Note: Development Teams interested in seeking financial subsidy to support their projects should also inquire with the Community Development Department’s Housing Development Office. Additional development opportunities are also available through the City’s Land Bank Office and through the Department of Economic Development.

Former Gracemount Elementary School Site Redevelopment Opportunity (Vacant Land)

The Former Gracemount Elementary School Site RFQ invites real estate development project teams to submit qualifications to redevelop 3 acres of vacant land in Cleveland's Lee-Harvard Neighborhood in Ward 1. This opportunity is part of Mayor Bibb's Southeast Side Promise Initiative. A Letter of Intent is requested from each project team intending to submit qualifications. LOIs should be submitted by January 3, 2025. Project teams should review the Lee-Harvard Community Master Plan before submitting their qualifications by February 3rd, 2025 at 4 pm EST.

Lorain Avenue Affordable Housing RFQ (Closed) – Submissions Under Review

The Lorain Avenue Affordable Housing RFQ invites real estate development project teams to respond to a Request for Qualifications (RFQ) to redevelop 1.3 acres of land along Lorain Avenue in Cleveland's Ohio City neighborhood. The site is currently home to the McCafferty Health Center, owned and operated by the City of Cleveland's Department of Public Health, who are working to relocate clinic services. Project teams are asked to submit proposals for affordable housing with ground-floor uses dedicated to non-profit or social services that will benefit neighborhood residents. Teams are also encouraged to review responses to a community engagement survey jointly administered by the City of Cleveland and Ohio City Inc. to help shape their project vision. Lee-Harvard Catalytic Sites RFQ

The Lee-Harvard Catalytic Sites opportunity invited project teams to respond to a Request for Qualifications (RFQ) to redevelop several catalytic sites as part of Mayor Bibb’s Southeast Side Promise initiative. Through this public process, the following development project teams were chosen for each site:

  • Former John F. Kennedy High School and Recreation Center Site: Eagles Nest Development
  • Miles Avenue Land Bank Site: KPM Investments
  • Former Gracemount Elementary School Site: The opportunity is still available and interested development teams should reach out to AssetRedevelopment@clevelandohio.gov.

Selected project teams are conducting due diligence and will soon begin community engagement.

Historic Dall-Mays Redevelopment Opportunity (RFQ)

The Department of Community Development has partnered with the Cleveland Restoration Society to administer a redevelopment opportunity for two landmark properties and approximately sixteen parcels of vacant land bank land in Cleveland’s Central Neighborhood. The opportunity is still available and interested development teams should reach out to AssetRedevelopment@clevelandohio.gov.

Former Fullerton Elementary School – Development Team Selected, Project Due Diligence Underway

The City of Cleveland, in partnership with the Cleveland Metropolitan School District, facilitated a public RFQ process seeking professional real estate development project teams to reinvest in the former Fullerton Elementary School site (now vacant land) in Cleveland’s Broadway-Slavic Village neighborhood. This process resulted in the selection of Woda Cooper Companies and Frontline Development. The project team is working with Slavic Village Development to conduct community engagement while going through the conceptual design process.

Nathaniel Hawthorne Elementary School – Middle Neighborhood Housing Adaptive Reuse

The former Nathaniel Hawthorne Elementary was included in the 2021-2022 School Sites RFQ process. A designated local landmark and listed on the National Register of Historic Places, this property sat vacant for approximately 10 years. In partnership with the Cleveland Metropolitan School District and through a recent competitive process, the site was awarded to Sustainable Community Associates who will convert the existing building into approximately 36 units of middle-market housing in Cleveland’s Jefferson neighborhood. The site will also include greenspace with climate resiliency interventions. Construction began in mid-November 2023, and is expected to culminate in January 2025.

John W. Raper School – Vacant Land Reuse into Hough Community Green Space

Adjacent to the Thurgood Marshall Recreation Center and Ward 7 Community Services Center, this site was also included in the 2021-2022 School Sites RFQ process. The site was awarded to the Western Reserve Land Conservancy who, through a series of community engagement sessions and in collaboration with nearby community partners, designed the site as a future nature-based space with active and passive recreation opportunities. Construction is slated to commence in November 2024.
